Our weekly Radar is intended to highlight Clark County meetings and events relevant to Friends of Clark County priorities. This list is not exhaustive. For a full list of Clark County meetings, please visit Clark County Council and Clark County Community Planning on the Clark County website.
There are no Clark County Council meetings this week due to lack of a quorum. This gives FOCC’s supporters plenty of time to catch up on our September newsletter articles and Last Week’s Highlights.

LAST WEEK’S HIGHLIGHTS
Clark County Planning Commission Comp Plan Update hearing
The Planning Commission made their final recommendation to the Clark County Council on revisions to the Comp Plan, most notably changes to the comprehensive and zoning plan map, as well as updates to policies and text in the comprehensive plan document.
Planning Commissioner Alicia Le Duc Montgomery proposed an amendment to the Land Use Element Transfer of Development Rights
(TDR) section, offering language described as more specific, durable, and legally defensible. This proposed amendment included the concept of “no net loss” of agricultural land. Le Duc Montgomery cited Washington code and case law regarding the county’s obligation to conserve agricultural resource lands, also citing all of the public commentary that strongly supports preserving agricultural land in Clark County. The majority of the Planning Commission rejected the amendment and opted to retain their original TDR recommendation.
The Planning Commission approved the proposed UGA expansions, including Battle Ground’s proposal to develop ag-quality rural land, as well as Camas, Ridgefield, and La Center’s expansions into hundreds of acres of designated agricultural land.

Dates left for the Comp Plan Update adoption process:
September 16th at 9am: Clark County Council Comp Plan Update work session
Thursday, Oct. 1st at 4 pm: Clark County Council Public Hearing on the Comp Plan Update
Friday, Oct. 2nd at 10 am: Clark County Council deliberation and vote. If need be, deliberations will carry over to Monday, Oct. 5th at 10 am.
Tuesday, October 13th: Clark County Council Final Adoption Hearing
