LAST WEEK’S HIGHLIGHTS
Clark County Council Comp Plan Update Hearing and Deliberations
The Clark County Council finished up deliberations for the Comp Plan Update Hearing last week.
- THANK YOU to those who came out to attend the hearing and speak. Chair Marshall noted that there were 80 people signed up to give in-person testimony and 45 participants online at the start of the Hearing. Be sure to check out our Facebook and Instagram for highlight reels of testimony.
- Here is what we have gathered so far:
- Battle Ground:
- Expansion to Dollar’s Corner approved
- Expansion to north (25 acres) approved
- Removal of Meadow Glade from urban growth area approved
- Camas:
- Grove Field Airport expansion approved
- De-designation of agricultural land and UGA expansion not approved (Majority voted no, Councilors Belkot and Little in the minority voting yes)
- Battle Ground:

- La Center:
-
- De-designation of agricultural land to the north on 2 of the 3 parcels owned by the Cowlitz Indian Tribe not approved (3rd parcel may be owned by the Tribe eventually)
- De-designation of agricultural land to the southwest: Council separated and approved expansion of parcel east of I-5 that is not agricultural land (zoned R5, 6+ acres, majority approved except for Councilor Belkot)
- De-designation of agricultural land (including those with water rights) in the rest of La Center proposal except for 20 acres of the Emerson equestrian facility approved (Chair Marshall only no vote)

- Ridgefield:

- Urban growth area expansion and de-designation to the north approved
- Chair Marshall noted this action would risk litigation over violation of the Growth Management Act (UGA expansion and de-designation of ag land are unjustified). Council majority (Councilors Yung, Little, and Belkot) voted to approve anyway
- Chair Marshall noted that Ridgefield and La Center will be nearly enjoined (no space in between the cities) from this expansion
- De-designation of agricultural land for Maul property (surrounded by the city, known as the “donut hole”) approved

- Yacolt:
- Urban growth area expansion approved
- Yacolt:

- Vancouver:
- All Vancouver proposals approved (mostly zone changes)
- Vancouver:

- Climate: Greenhouse gas emissions targets were amended to align with the City of Vancouver (the most ambitious option to bring down emissions quicker)! While this was also an ask of FOCC’s, special thanks is in order for the local community coalition who mobilized around this. Chair Marshall specifically noted the many speakers from the coalition who included this request in their testimony at the hearing

- Chair Marshall also asked for clarity on who will be held accountable for GMA violations. Staff confirmed that the county bears the burden of defense, not the cities.

Take Clark County Parks and Nature’s Online Parks Survey: Open Through Nov. 1st
Clark County Public Works, Parks and Nature, invites the public to help shape the future of the county’s parks, trails and natural areas by
taking an online survey, available through Nov. 1. The survey is part of the county’s update of the Clark County Parks and Natural Areas System Plan. Respondents who complete the survey can enter to win one of five $50 gift cards. The survey is available at clark.wa.gov/public-works/parks-plan, now through Nov. 1.
