Happy Monday! Welcome to Friends of Clark County’s Weekly Radar, where we break down what we are following in Clark County government for the week and highlight opportunities for you to engage. LAST WEEK’S HIGHLIGHTS
Clark County Council meeting
There was not much on the agenda related to FOCC’s work, but there were a few public comments regarding the FBI’s use of Camp Bonneville as well as concerns about the City of Battle Ground’s Comp Plan proposal.

This was a very short Council Time meeting with nothing closely related to FOCC’s work on the agenda.

Clark County Work Sessions
There were no Council work sessions last week.
Commission and Advisory Board meetings
- There was a Development and Engineering Advisory Board (DEAB) meeting, including discussion about the Parks, Recreation, and Open Space (PROS) Plan update and park impact fees.

- Of note, there was one request for Open Space assessment that staff indicated met the applicable criteria for Stream Protection, titled “Fir View Slope Lot 12” and noting that the area is within the Shoreline Management Zone of Lacamas Creek.

OTHER HIGHLIGHTS
🎉SB 5820, the bill to protect Clark County resource lands from irresponsible railroad expansion, is headed to the governor’s desk!
- Background: SB 5517 carved out a special exception that allowed industrial development on resource lands and critical areas near a short-line railroad in Clark County — something no other county is allowed to do. There is no valid reason for Clark County to be exempt from protecting farmland, forests, and mineral lands simply because they are “adjacent” to a railroad. SB 5820 repeals that exception and requires Clark County to follow the Growth Management Act, just like every other county in Washington. - Update: Friends of Clark County and our coalition partners, Chelatchie Prairie Coalition and Friends of Central Vancouver, organized relentlessly around this bill! It has now passed out of both chambers and is headed to the governor’s desk. FOCC and others have sent letters to Governor Ferguson urging him to sign the bill into law.
