What’s on our Radar – Week of July 6th, 2026

This week’s Radar offers you an opportunity to submit your comments on the draft Comp Plan Update chapters. You’ll find links to the chapters discussed recently (transportation, housing, land use, rural and natural resources, annexation) in the Last Week’s Highlights section, and can review the status of the Climate Element chapter, as well as FOCC’s position, via FOCC’s Facebook page. Also, don’t forget to save the date and register for FOCC’s upcoming Comp Plan Discussion Panel and Live Q&A on July 27th!

Our weekly radar is intended to highlight Clark County meetings and events relevant to Friends of Clark County priorities. This list is not exhaustive. For a full list of Clark County meetings, please visit Clark County Council and Clark County Community Planning on the Clark County website.

LAST WEEK’S HIGHLIGHTS

Clark County Council Works Sessions
There was a work session on Law and Justice and a work session on the Comp Plan Update.

Comp Plan Update:

  • Transportation Element:
  • Land Use Element: 
    • Discussion about Transfer of Development Rights (TDR’s) provision added to the Land Use chapter, with Matt Little wanting to change the language to remove any perception that a TDR program would be tied to any de-designation of agricultural land. Glen Yung and Sue Marshall in support of ensuring that de-designation remains subject to a TDR program. This was just a work session, so further discussion will be had at the hearing.

  • Rural and Natural Resources Element 
  • Mobile Home Parks

Clark County Council Time

  • Light Rail to Library Square
    • Resolution to support light rail extending to Library Square where passengers can connect to C-Tran versus ending at the waterfront (where a transit station would be impossible). The City of Vancouver is already in support of the extension. The resolution passed with majority support. 
  • Rural Accessory Dwelling Unit (ADU) changes per House Bill 1345 
    • Council was supportive of creating rules on rural ADU’s that are more restrictive than the state
    • Great detailed notes on this discussion can be found in the League of Women Voters notes below. 
  • Federal funding revisions 
    • Change from guidance to regulatory framework focused on enforcement
    • Revisions are linked to compliance with Presidential Executive Orders
    • Expanded termination authority, lots of federal discretion in who gets grant awards
    • The county would have to review policies and procedures countywide to ensure compliance with Presidential Executive Orders
    • Council was asked to provide feedback opposing the federal funding revisions as proposed
    • Focus on DEI (diversity, equity, inclusion), immigration, gender ideology, and merit
    • This is an attempt to expand Presidential Executive Orders to have authority over state and local government versus applying to the federal government only
    • The majority of the Council supported staff providing feedback

Planning Commission Work Session
Housing and Transportation Comp Plan elements were reviewed just as they were at the Council work sessions. No video recording or notes are available at this time.
