LAST WEEK’S HIGHLIGHTS
Comp Plan Final Environmental Impact Statement (FEIS)
At the end of April, the Clark County Council selected a Preferred Alternative for the Comprehensive Plan. For the unfamiliar, under the State Environmental Policy Act (SEPA), the county must consider the environmental impacts of its Comp Plan Update, with those
findings being issued as an Environmental Impact Statement (EIS). The County released its Final Environmental Impact Statement (FEIS) for the Comp Plan Update last week.
Importantly, this county document states, “Given the planning assumptions for growth rate and jobs/acre, the Preferred Alternative exceeds the land capacity needed to accommodate the housing and job growth projected for the next 20 years.” This is consistent with what FOCC’s commentary has been throughout this process and why FOCC urged for the selection of a Preferred Alternative that does not unnecessarily expand urban growth areas (UGA’s) and destroy precious agricultural land.

Clark County Council meeting
Items of note: 
- The Clark County Council approved expanding the Ethics Review Commission from 3 to 5 members.
- The resolution advocating for light rail transit to extend to a station at Evergreen Boulevard near Library Square passed.
- A consultant for planning and outreach services to develop a comprehensive park plan was approved. As a reminder, this presentation has an overview of the planning that’s underway.

2027 Environmental Public Health Fees

Proposed changes to Housing and Transportation Development Code 
It was noted that while legislative changes were causing some code changes to housing, the Housing Options Study and Action Plan (HOSAP) that was adopted in 2022 put the county on proactive footing ahead of those changes. The need for multifamily housing was discussed, there was a quality of life discussion regarding on-site green space, as well as discussion about boarding houses, rural accessory dwelling units (ADU’s), single-family homeownership, and parking.

Clark County Council Time
The City of Washougal has asked for the county’s input on a Skamania County quarry application from Storedahl and Sons. This item will return to the Council with additional information.
