MONDAY, JULY 20TH
Clark Conservation District public hearing at Fourth Plain Community Commons at 5 p.m: Meeting information
The purpose of the public hearing is to gather and consider public comment on the system of rates and charges proposed by the Board of
Supervisors to fund conservation efforts across Clark County. A remote option is available at Clark CD’s website. Note: this is not the Clark County Council public hearing; it is the Clark Conservation District Board’s public hearing.
TUESDAY, JULY 21ST
Clark County Council meeting at 6pm: Meeting information
- Open public comment opportunity: testify for up to 3 minutes on any topic
- Proclamations:
- Public Hearing: Clark County Code 2.07.020 Ethics Review Commission to increase the number of Ethics Review Commissioners from 3 to 5
- Request approval for a consultant for planning and outreach services to develop a comprehensive park plan (Related to Growth Management Act and Comprehensive Plan, Separate Business Item #7)
- Note: There are many law and justice agenda items

LAST WEEK’S HIGHLIGHTS
Clark County Council Work Sessions
- Clark County Comp Plan Transportation Chapter:
- This chapter was reorganized to align with changes to the Growth Management Act (GMA), including the principle that roads need to be safe for everyone, not just cars. New multi-modal transportation requirements of HB 1181 (The bill adding climate action to the GMA) were incorporated, including active transportation and ADA requirements.
- Staff noted that because of its relationship to the Land Use Chapter, the work on the Transportation Chapter was based on the Council’s Preferred Alternative selection (Alternative 2 to needlessly expand urban growth areas and de-designate hundreds of acres of agricultural land).
- Chair Marshall cited the Bicycle and Pedestrian Advisory Committee’s concern over the lack of implementation of the 2010 Bicycle and Pedestrian Master Plan.
- It was noted that 30% of Clark county residents don’t drive, including residents of all ages.

Comp Plan Update Discussion Panel and Live Q&A on July 27th
As the County Comp Plan Update enters its final stages, FOCC Board President Ann Foster, Treasurer Jackie Lane, and Policy Chair Jim Byrne will gather for an online discussion panel on July 27th to discuss where we’ve been and what’s next. This important discussion will be facilitated by FOCC Board Member and local small family farm operator, Justin Burger.
