- Request approval for a contract for a consultant to conduct surveys and research which will provide a foundation for policy direction, stakeholder communication, and information about potential funding options for Clark County Parks and Nature

Friends of Clark County Discussion Panel
As the County Comp Plan Update enters its final stages, FOCC Board President Ann Foster, Treasurer Jackie Lane, and Policy Chair Jim Byrne gathered with residents for an online discussion panel on July 27th to discuss where we’ve been and what’s next. This important discussion was facilitated by FOCC Board Member and local small family farm operator, Justin Burger.

Clark County Council Time
- Rules of procedure regarding code of professional conduct and Council attendance at Council meetings.
- Skamania County quarry application: After some discussion, the Council majority signed on to commentary from the City of Washougal and other agencies on the Draft Environmental Impact Statement (DEIS) for the Skamania quarry regarding impacts to Clark County.

Clark County Planning Commission Work Session
Housing Code Changes, TIF Changes, Comp Plan Chapters & Appendices
During the Comp Plan Chapters and Appendices review, a letter submitted by Futurewise was referenced, which talks about the County’s plan and compliance with the Growth Management Act (more information in LWV notes below).

OTHER HIGHLIGHTS
Comp Plan Final Environmental Impact Statement (FEIS)
At the end of April, the Clark County Council selected a Preferred Alternative for the Comprehensive Plan. For the unfamiliar, under the 
State Environmental Policy Act (SEPA), the county must consider the environmental impacts of its Comp Plan Update, with those findings being issued as an Environmental Impact Statement (EIS). The County recently released its Final Environmental Impact Statement (FEIS) for the Comp Plan Update.
Importantly, this county document states, “Given the planning assumptions for growth rate and jobs/acre, the Preferred Alternative exceeds the land capacity needed to accommodate the housing and job growth projected for the next 20 years.” This is consistent with what FOCC’s commentary has been throughout this process and why we urged for the selection of a Preferred Alternative that does not unnecessarily expand urban growth areas (UGA’s) and destroy precious agricultural land.
