Clark County Council Time
Items of note:
- Concurrency/179th Street:
-
-
- Councilor Glen Yung stated he was approached by multiple members of the community “who build housing” who told him there was confusion in county code that is preventing them from applying for any new housing projects. He made an argument for adding it to the Council Time agenda without public notice.
- Concurrency is a Growth Management Act goal and is a requirement that adequate public facilities are in place to serve new development as it occurs or within a specified time period, especially for transportation.
- Chair Marshall noted that there were legal (likely GMA) issues involved and opposed not noticing the agenda item given resident outcry over concurrency concerns at 179th street who would not be given an opportunity to be part of the discussion.
- The Council set the date for discussion on the topic to Wednesday, June 10th (see This Week’s Highlights for meeting information under Council Time) instead of approving Councilor Yung’s request to add it to the agenda without notice to the public.
- Folks interested in this issue can plug in at https://179gridlock.com/ (see information about Glen Yung interim ordinance at the top of the page)
-
- Freight Rail Dependent Use (FRDU)
-
- County staff informed the Council of the process to remove the existing FRDU overlay from the Comp Plan in response to SB 5820, which repealed the FRDU exception to the GMA. It was noted that the removal of the overlay would not result in altered jobs projections for the Comp Plan Update.
