What’s on our Radar – Week of December 1st, 2025

FOCC’s comments on the Draft Environmental Impact Statement (DEIS) for the 2026 Comprehensive Plan Update were submitted and are available here.

Last week: There was no Council business last week.

 

 

  • This week:

    • Tuesday, December 2nd at 10am is a Clark County Council meeting. Items of note:
      • Open public comment opportunity: Speak for up to 3 minutes on any topic (in person, via WebEx, or by calling in); however, there are three public hearings ahead of Open Public Comment, so you will be waiting awhile!
      • There is a proclamation on Homeless Persons’ Memorial Day.
      • There is a public hearing on parks fees (adopting a new fee structure to address the parks Operating Budget deficit).
      • There is a public hearing on the Greater Clark Parks District Budget for 2026.
      • There is a public hearing on the 2026 Annual Budget, in which multiple levies will be considered.
    • There is a WA Board of Natural Resources meeting at 9am tomorrow, Tuesday, December 2nd, in which the Dendrophobia and Copperhead timber sales containing structurally complex forest in eastern Clark County will be considered for approval to be auctioned off to the timber industry. We encourage you to review Legacy Forest Defense Coalition’s recent update ahead of this meeting in which they state, It is clear that when pressed, DNR staff can find replacement volume that keeps revenue flowing to the agency and trust beneficiaries without targeting legacy forests”. Read our last Radar for the update on the Clark County Council’s 4th letter to the DNR. FOCC has tirelessly organized, submitted comments, and testified for the record opposing every legacy forest timber sale since Dabbler, including Turnover, Dendrophobia, and Copperhead.
    • Wednesday, December 3rd at 1pm is Council Time, in which the public can testify for up to 3 minutes on any agenda item. Items of note:

      • The Portland Bureau of the FBI contract for the continued misuse of Camp Bonneville will be reconsidered after already having been voted down. TLDR: The Clark County Council recently voted down the FBI contract for Camp Bonneville, prompting the FBI to lobby for a second chance instead of finally moving on. Per county rules, this was allowed to come back on the agenda at the prompting of 2 councilors (Councilor Little and Councilor Yung). FOCC’s position on this matter has not changed, which is that the County needs to move forward with its plans for conservation and potential public access by focusing on the cleanup, not managing a host of law enforcement activities for many more years. Camp Bonneville is a beautiful, wild place that has experienced much abuse in its history, and it was provided to the County with the intent of remediation and the purpose of natural resource conservation.
      • There is a draft resolution to honor the life of Allen Thomas, a beloved prominent outdoorsman, Columbian reporter, and former member of the Camp Bonneville Citizen’s Advisory Group who passed away recently. You can read a recent Columbian article on Thomas here. We are also aware there is movement by friends of Allen Thomas to rename Camp Bonneville the Allen Thomas Conservation Area as a lasting tribute to him.
  • Other Clark County advisory board/commission meetings:
    • There is an important Planning Commission work session at 5:30 p.m. on Thursday, December 4th covering multiple Comprehensive Plan chapters as well as the Agricultural Lands Study. Remember, public comment is not allowed at work sessions, but they are very informative. The Comp Plan chapters to be reviewed are:
