What’s on our Radar – Week of November 3rd, 2025
The Draft Environmental Impact Statement (DEIS) for the 2026 Comprehensive Plan Update was released! FOCC is reviewing this draft, so stay tuned. In the meantime, you can view the full announcement by Clark County here. The comment period is now open and county planners are holding office hours for questions on Thursdays, Oct. 16th-Nov. 20th.

- Budget: Last week was a work session all about the budget! There wasn’t much discussion relating to FOCC’s advocacy areas, but you can review notes from the League of Women Voters’ Observer Corps here: https://lwvclarkcounty.org/content.aspx?page_id=2507&club_id=160612&item_id=5126
- Process: The Council once again discussed the process for making amendments to the Council Time agenda to ensure that the public gets a chance to comment on all agenda items that get discussed. The Council majority agreed to the updated process and to potentially make it official when they review the Rules of Procedure at a later date.
- There was an Agricultural Advisory Commission meeting, which can be viewed in full here: Clark County Agriculture Advisory Commission, Oct. 29, 2025 Concern was shared by the commissioners regarding the use of certain maps by the consultant for the agricultural lands study. There was discussion of the legal difficulties of de-designating ag land for other uses, as well as discussion about the barriers to designating more lands as agricultural. Notably, Councilor Yung was in attendance. Some commissioners advocated for a farm assessment to see what Clark County farms are growing and the land they’re growing it on, but there was push back on the feasibility of such an effort.
- At Council Time, the sales and use tax for housing and related services (1590 funds) and Clark County Planning Commission applicants were discussed. - There is an open public comment opportunity (testify on any topic for up to 3 minutes)
- There is a request for approval to amend the ECONorthwest/Triangle Associates team for an additional $17,500 to help the county complete the Agricultural Resource Lands Study as part of the periodic review of the Comprehensive Plan.
- There is a request for approval authorizing the County Manager to sign Supplemental Agreement No. 3 with Apex Companies, formerly PBS Engineering & Environmental, Inc., to prepare the remedial investigation/feasibility study and cleanup action plan at Camp Bonneville, extending the contract to December 31, 2026.
- There is a request for approval of a contract with Columbia Land Trust for the Backyard Habitat Certification Program.
- There is a request for approval authorizing the County Manager to sign a Letter of Commitment and submit an application for Washington State Department of Commerce Salmon Recovery through Local Planning Grant funding.

- Columbia River Economic Development Council (CREDC) update. For those who don’t know, each Washington county has an Associate Development Organization (ADO) that is tasked with furthering their region’s economic development goals. CREDC is the designated ADO to serve Clark County.
- Conservation Futures Funding Proposal & Allowable Uses. For those who don’t know, this is regarding the Clark County Legacy Lands program, which is responsible for acquisitions of some of your favorite county natural areas, such as Lucia and Moulton Falls, the Burnt Bridge Creek and Salmon Creek greenways, Round Lake, Frenchman’s Bar, and more.
