What’s on our Radar – Week of March 23rd, 2026

This week’s opportunities for engagement include a work session on the proposed urban growth area (UGA) expansions and de-designation of agricultural land for the Comp Plan update, meetings of the Bicycle and Pedestrian Advisory Committee, the Agricultural Advisory Commission, and more. Be sure to review last week’s highlights for some big news on Camp Bonneville and the work session on the Comp Plan update and Transfer of Development Rights.

THIS WEEK’S RADAR

Our weekly radar is intended to highlight Clark County meetings and events relevant to Friends of Clark County priorities. This list is not exhaustive. For a full list of Clark County meetings, please visit Clark County Council and Clark County Community Planning on the Clark County website.

TUESDAY, MARCH 24TH

Clark County Bicycle and Pedestrian Advisory Committee (BPAC) meeting at 6pm: Meeting information

WEDNESDAY, MARCH 25TH

Work Session on Comp Plan Site Specific Requests (SSRs) within city Urban Growth Area (UGA) Proposals & Ag Land De-designation Criteria after the Board of Health meeting (approx. 9:15am): Meeting information

  • This is regarding the proposed de-designation of agricultural land in the Comp Plan update. Councilors ordered this work session to:
    1. Zoom in on the Geographic Information System (GIS) maps to view the areas the cities are proposing to bring into their UGA’s 
    2. Review, once again, the ag land de-designation criteria (defined in state law)
  • The jurisdictions with SSRs with UGA expansions to be discussed are Battle Ground, Camas, La Center, and Ridgefield.
  • Remember, work sessions are informational, so no public commentary is permitted.

Clark County Work Sessions
There was a work session about Transfer of Development Rights and the Comp Plan update, which included:

  • representatives from Ridgefield, La Center, and Camas
  • multiple TDR consultants
  • members of the Clark County Planning Commission (speaking on their own behalf) about their recent Comp Plan recommendations
  • Members of the Agricultural Advisory Commission speaking on behalf of the Commission about their Comp Plan recommendations

Items of note:

  • It was roundly acknowledged that the adoption of a TDR program and the de-designation of agricultural land are two separate decisions, and that the de-designation of agricultural land should be made on its own merit according to state legal criteria. (Remember, the Agricultural Lands Study found that all currently designated agricultural resource lands provide long-term commercial significance to the agricultural industry using the criteria outlined in Washington State law, which includes the land being proposed by Ridgefield and La Center for de-designation).  
  • Mo McKenna and Isaiah Irish of the Agricultural Advisory Commission clarified the Commission’s recommendations to the Council, which were that there should be no de-designation during this Comp Plan update prior to a thoughtful TDR program being in place first.

  • The Comp Plan update is moving ahead! The Clark County Council set direction to finally schedule a hearing for the Preferred Alternative for the Comp Plan update. This will be the last chance to let your voice be heard on the Comp Plan and to support Friends of Clark County’s recommendation of Alternative 1, which means we’ll need all hands on deck in the coming weeks. Stay tuned for details.

Council Time
During Councilor Reports, Councilor Glen Yung rescinded his support for continued negotiations with the FBI for use of Camp Bonneville. This issue has been an ongoing priority for FOCC and community partners. Our position has been that the County needs to move forward with its plans for conservation and public access by focusing on the cleanup, not managing a host of law enforcement activities for many more years. Camp Bonneville is a beautiful, wild place that has experienced much abuse in its history, and it was provided to the County with the intent of remediation and the purpose of natural resource conservation. This recent decision from Councilor Yung is a hopeful step in the right direction.
