What’s on our Radar – Week of September 21st, 2026
This week’s Radar offers you an opportunity to engage with the Comp Plan Update, agriculture, multimodal transportation, and more. Plus, be sure to review the WA Department of Commerce letter to Clark County flagging Growth Management Act (GMA) 
compliance issues with the county’s draft Comp Plan Update and calling for a re-evaluation of its proposed urban growth area (UGA) expansions and proposed de-designation of agricultural lands.

LAST WEEK’S HIGHLIGHTS
Clark County Council Meeting
The Clark County Council approved submitting 4 grant applications to the WA Department of Ecology. It was noted that more grant funds ($765,000, the 1st of the 4 projects) are at risk due to Clark County’s noncompliance with state law for failing to meet the Comp Plan deadline.

Clark County Council Work Sessions and Council Time
Policy Priority Consensus work session
- The Clark County Council held a work session with the goal of achieving consensus on policy priorities, in which a range of subjects were discussed.
- Councilor Fuentes mentioned multiple times the need for the county to align with the City of Vancouver’s greenhouse gas reduction targets.
- Some councilors referenced the Community Needs Assessment Report. The latest report from 2024 (page 36) notes that the top overall need of respondents to the survey was food assistance (87%).

Clark County Council Comp Plan Update Planning Commission Recommendations work session
- Councilor Yung asked about the Growth Management Act (GMA), asking what the margin of error is if they plan to expand UGA’s for more people than what the selected growth target is. Program Manager Jose Alvarez responded that, “If you already have sufficient capacity, it is going to be very difficult to make the case that you need the expansion.” Planning Director Oliver Orjiako confirmed, “You should be looking at it, Councilor Yung, through the lens of need. That is how you can justify expansion or not.”
- Speaking of Ridgefield and La Center’s proposed expansions, Chair Marshall stated, “…I think we’re within one property or two of
just those two cities bleeding into each other”. - It was mentioned again that La Center’s proposal exceeds their need for employment and Ridgefield’s proposal exceeds their need for both housing and employment.
- A subcommittee of the Development and Engineering Advisory Board (DEAB) submitted comments that appeared on behalf of DEAB when they were not actually from the full DEAB.
- At the end of the work session, Chair Marshall mentioned that the county received a draft response from the Department of Commerce regarding compliance issues with the county’s draft Comp Plan Update. This letter largely confirms FOCC’s position regarding the illegality of needless UGA expansions and the de-designation of agricultural lands.
