Clark County Planning Commission Work Session
It was clarified that the Clark County Council removed the Transfer of Development Rights (TDR’s) contingency to the de-designation of agricultural lands that had been recommended by the Planning Commission in the selection of their Preferred Alternative. County staff has proposed a countywide TDR program policy following the plan adoption.
The Planning Commission will hold its hearing on August 20th at 6:30pm in which they will make their final recommendations on the 
Comp Plan Update now that the Final Environmental Impact Statement (FEIS) on the Preferred Alternative has been completed. It will then go to the Clark County Council for final adoption.
Importantly, this FEIS states, “Given the planning assumptions for growth rate and jobs/acre, the Preferred Alternative exceeds the land capacity needed to accommodate the housing and job growth projected for the next 20 years.” This is consistent with what FOCC’s commentary has been throughout this process and why we urged for the selection of a Preferred Alternative that does not unnecessarily expand urban growth areas (UGA’s) and destroy precious agricultural land.
