The Draft Environmental Impact Statement (DEIS) for the 2026 Comprehensive Plan Update was released. FOCC is finishing up comments on this draft, so stay tuned. In the meantime, you can view the full announcement by Clark County here. The comment period is now open and county planners are holding office hours for questions on Thursdays, Oct. 16th-Nov. 20th.

- There was a Clark County Agricultural Advisory Commission Special Meeting. You can watch a short reel on our Facebook page with some of the highlights here. Remember that in the recent work session presenting the Agricultural Lands Study findings, Councilor Yung indicated his wish to give more weight to certain discretionary criteria for designating agricultural land that was strongly objected to by the Agricultural Advisory Commission, whose position was summarized by the consultant as, “to use encroaching development as a justification to de-designate land, you would essentially always be chipping away at agricultural land, which goes against the purpose of the agricultural land designations—the conservation purpose of that.” The Ag Advisory Commission agreed to send a statement about the Ag Study to the Clark County Council, including their position that no agricultural land be de-designated until other land can be designated to AG (something that is not possible within the time frame of this Comp Plan Update). This does not mean the Council will ultimately honor the Commission’s position, however. You can review the full Ag Commission meeting here: Clark County Agricultural Advisory Commission, Nov. 19, 2025 It is SO important to make sure that you take FOCC’s Call to Action now to help us ensure the Council knows there is no justification for destroying another acre of ag land in this Comp Plan Update!
- Council Time items of note:
- The Clark County Council (led by Councilor Little), against the wishes of Clark County legacy forest advocates, made changes to their 4th letter to the Board of Natural Resources (BNR), which was their chance to influence the BNR to stop the Copperhead and Dendrophobia timber sales, as well as call into question the BNR’s previous vote on the Turnover timber sale that was made based upon an inaccurate characterization of the Council’s position provided by the DNR. Changes to the letter were apparently made at the urging of timber industry lobbyist Heath Heikkila, who gave statements believed to be inaccurate that, at times, countered information from the County’s policy analyst that came directly from the Department of Natural Resources (DNR). The Council decided not to oppose the Copperhead timber sale whatsoever.
- A Columbia River Economic Development Council (CREDC) contract was discussed.
- The Unity Resolution was postponed to January to acquire feedback from the community.
